I had assumed that the soccer fields adjacent to Green Hope Elementary School in Cary (across Tennis park;2700 Louis Stephens Dr, Cary NC 27519) is owned by Wake County or Town of Cary. Few of us would like to use this field soccer matches on occasion. When I drove by this morning, I noticed "Fields Closed" signs everywhere.

When I asked the Town of Cary worker I spotted in the parking lot, she told me that CASL or FC-Cary holds weekly practices/games on these fields, but that it is Wake County property (or Town of Cary) and that CASL maintains the fields.

So, I called Town of Cary Parks and Recreation and spoke to some lady who told me the opposite, which is that CASL owns these fields but the town maintains them.

So, what is the truth?

I had all along assumed that they are public property and that anyone should be allowed to use. I thought perhaps CASL or FC-Cary may have some agreement that permits them to use the fields for some fee.

Well...it's listed on the Town of Cary's website.

Wake County GIS mapping confirms that it's owned by the Town of Cary.

It's my understanding that the TOC owns the whole park (including the soccer fields, the playgrounds, the sand volleyball courts and the gym). FC Cary does play soccer there (afaik, CASL does not). Maybe they have some sort of agreement that FC Cary maintains the fields in exchange for being able to use them whenever they want?

My guess is the soccer organization pays a fee to TOC to maintain the fields and in exchange TOC closes them once they are groomed and ready for play. I know when my boys played for Carolina Copperheads we had to fundraise in addition to fees paid because the organization paid Cardinal Gibnons for the use of their turf field. My understanding is turf has to be replaced every "X" years so the payment will help offset the replacement cost when it comes.
