Obviously the run off up river makes any flooding worse. All the rain the triangle used to absorb now flows down river to exasperate their problems.
No, its not obvious. Floods have always occurred, and there are many causes. Plus, current stormwater controls require that the post-development runoff is the same as the pre-development runoff.

I'll make this easy as I can. After hurricane Floyd there was obviously a need to update the NC flood maps, 2004. People found that where they were not in a flood area years ago they now are. Houses built in 'safe' areas in the 1950's are now in flood danger areas........... I'll let you do the rest.

You're obviously too lazy ... it is called the FRIS program 2004. An effort to update NC flood risk areas as they change. This information is needed when you apply for a mortgage and or insurance. Also needed for the Federal flood insurance program.

So you have gone through and analyzed all the updated flood maps for NC and determined that all formerly 100 year flood zones are now 15 year flood zones? (there's no such thing as a 15 year flood zone, btw)
My understanding is that the Europeans make their model outputs available, although not at no charge. But whether the European models would have predicted all the rain in NC... well, let's see if they claim that they did. If they are silent, I suspect their models missed it too.
