There is quite a lot of thought and planning that goes into roads. All municipalities have some sort of long range plan that says what a road will eventually be, usually created with input and consultation with NCDOT. When a development comes along, theynusually do require them to improve to the standard or give money in Lieu, usually 150% of the estimated cost of the improvements. Then the town can use that to do the improvements later. So, the area directly in front of a development is pretty much automatic. Now, by state laws and court rulings, it is more limited what can be required off site, but still some amount can be required based on traffic studies.
