I know this is an old thread, but, to be clear:
The "Q word" is one of those things "Q" people can call themselves but non-"Q"s should still not use in third person, unless they are known to be an Ally ("Ally" is the general term for "straight" person who is supportive of LGBTQ rights), sort of like the "N---a' " word being used among African-American circles (though it's not as much a social taboo as the N word, and "q--r" does of course have the regular dictionary meaning, too, so it doesn't stop conversation every time you say it). Yes it has been "reclaimed"--mostly because it gets tiring to say "LGBTQIAPblahblahblah" every time (and sometimes STILL get accused of leaving out somebody), so "Q---r" is an all-purpose term, but some such as the OP like to use it specifically for themselves.
Like most demographic slang, it's subject to change before you blink. Which is why I give people the benefit of the doubt when it's clear they aren't being hurtful and offer gentle correction.
