Violating that "entity" you are referring too is violating "Federal laws"

The original poster was asking what was the right thing to do,
and since there is a law regarding it that would be a good way to proceed in my opinion.
I'm sure the police will call the FBI if he takes it to the local precinct. I hope he proceeds with caution.
After reading the original post again - the path of less resistance would be sealing the package and returning it to USPS with note "not at this address". This will definitely not get OP in trouble but also the wallet's owner will most likely never be found.
Police would have the best chance finding the wallet's owner but TBH I don't know whether they'll just say "thank you" or start interrogating OP or something.
Based on a quick Google search, returning cards to the bank is also an option but I'm not sure if they'll accept the whole wallet and if they make an effort to locate the owner.
For real. Seems pretty simple. Want to risk being involved? Hand to police. What to ensure (reasonably) you aren't involved? Leave it in an envelope on the stations' doorstep, or mail it to the police by slipping into a public box/facility and don't put a return address. They will handle it. Simple as that really. Curious to hear how this wraps up, maybe another element here we are missing, maybe not.
...then whoever lives at that address while the wallet owner is in jail will ship the wallet back to OP because that's the address on ID.
It is ridiculously easy to search online and find where someone currently lives unless they are homeless or very skilled at being undetectable.
I would search for the guy out of curiosity. If he is still using an ID with the OP's address he may be
using his address for other things too. I would want to ask DMV, the bank and credit card company
about that.
I would worry that someone that has it in for him may come looking for him at MY address.
Why would I want to return a wallet that may have my address linked to a crooks ID, Credit Card & Bank Cards.
