- This phone app (news to me, sounds like a third option), does that compliment either TP, GE, or both?
And before anyone feels the need to mention that scanners are less/more/same amount of radiation as an x-ray blah blah blah, I know and I respect your choice to use them or not.

Normally with precheck you go through the magnetron not the X-ray machine.
Look on the App Store for mobile passport. Global Entry is just an expedient way through customs it has nothing to do with security. Mobile passport just lets you bypass the main customs line, it might be faster or slower than GE, depends on several factors and the particular airport. Both will generally be faster than the standard 'normal' line.
If you only travel twice a year global entry is a waste of time unless you already are going to where the interview is or live there. It's a cumbersome process.
Also, GE doesn't guarantee PreCheck as my many internet searches have concluded. In fact, on a recent trip together, my friend has GE but didn't get PreCheck on his ticket so he had to wait in the super long line at the airline desk to fix the issue which takes away from the time saving of PreCheck.
I did over 200K miles in the air last year and not once did I fail to get PreCheck by virtue of GE. There are two conditions. One, your name in the GE system must match exactly the name on the ticket -- including middle or maiden names and suffixes like Jr, if those names went into GOES (or whatever has replaced it now) when you applied for GE. (Generally this is the name as it appears on your passport). Most of the people I know who've had problems have had name mismatches, which are indeed time-consuming to fix. Two, your number must be in the reservation and must remain there even if the ticket is reissued, forwarded to another airline in case of a reroute, etc.
That said, if someone in GE walks up to the airline ticket counter without a reservation and pays cash for a one-way ticket, you can bet that he or she won't get PreCheck regardless of GE.
