Today I turned the valve for all the toilets off and the reading this afternoon was exactly the same as this morning. Exactly. Next week I will turn off the toilets one by one to see which one is the culprit. We are talking about leass than a pint of water over an eight hour period still not acceptable but less than a dollar a month to be sure. I have no idea what caused the incredible spike in usage with both of us at work 4/18-4/22 and 5/2-5/4.
Interesting topic. I've experienced two major spikes in my water/sewer bill as well. In October 2015 the bill was close to $800 for the month. It dropped down to the normal level of about $70 until May and August of 2016, when it spiked again, then settled back down. My bill for last month was $117, and now it's $315 for June.
I don't wash the cars or ever use lawn sprinklers. Strange.

Got my bill yesterday. $40.76. 406 cubic feet of usage as opposed to 1186 last month. I am convinced that the water company did something on my street last month and I got stuck for the 50 or so bucks. Not a lot of money to be sure but there is no way my house consumed 300 gallons in a 4 hour period for 5 straight days when my wife and I were both at work. Go fight city hall I guess.
