I too found that last bit telling with how much is designated for agriculture.
I find it very peculiar that a state that has had serious budget issues for years can suddenly pony $7 billion in incentives for a project like this.

Well, you have to look into the nature and structure of the incentives. Most or all of it is probably coming out of future tax monies paid by Amazon and its employees, so there's little or no upfront cost. The flip side of course is how do you provide the services required by all those employees in the future if you give away the taxes they are paying. Conceivably, that will exacerbate the state's financial problems.

If not Raleigh, i want Detroit to win it the most seeing as im from Michigan and would love to see a huge company like Amazon revitalize a city thats been down for so long.

Though I went on about Newark (as what I'd like to see, or Detroit, or Pittsburgh) I chose Boston as most likely. But the NYT picked Denver and that seems possible too.
