I also saw some problems with the article but I think the main takeaway is that he had never actually visited Raleigh, and he was surprised by how well he liked the city. The implication being that people who have never been here may underestimate Raleigh.

Elon Musk may be a smart guy but some of his proposals re: boring company/hyperloop are just grand ideas in his head that make zero sense once you think of all the barriers in place to implementing those ideas.
Though I like the idea of burying highways/major roads underground since that increases the usable space above ground for neighborhoods instead of pavement (and many times freeways do more to separate than connect neighborhoods on either sides). It just costs a lot.
Now TBC got Chicago & the cost to City of Chicago is 0.

From your comment I gather that you have visited Union Station in person, and you have been in several other Amtrak stations across the country within the last 5-10 years to have a real sense of what stations all over the country are like to make such a condescending remark.
People respond to new-ness of facilities probably explaining his reaction.
