My neighbor who lives close to the pond. Thirty is an estimate because turtles which are sunning themselves on the bank tend to slip into the water when a human approaches.

This is where I'd go to see if something can be done. Odds are low, it sounds like, that they could be relocated, but maybe they know some rescues that adopt out turtles?
