I think the point we're all trying to make is you're asking questions no one can possibly answer with the facts provided. How are we supposed to know what the underlying issues are with her?
Trying to answer questions such as "Do government programs not prevent kids from starving to death?" does not require detailed knowledge of personal situations. Yes the other part of the question examined what might have happened in this particular situation, and of course we cannot know every aspect for certain, but it is better to explore the question asked and at least guess than to simply throw our hands up and give ourselves license not to think about it because we are unwilling to try.
The mother said she pursued help and in her own words from the video "nobody would give us anything". So there is plenty here for someone to explore and discuss without throwing their hands up for convenience sake.

I think I only saw one response that really makes attempt at the question.
Do government programs not prevent kids from starving to death? Is she just negligent by not seeking these programs out? Too much money is donated to these causes for starvation or malnourishment to be a reasonable possibility in this country.
Unfortunately there's no electronic monitor on a kid that will send a signal to the government program when the kid is starving. We can't possibly know the mother's situation from that story but the government programs are not magic powers.
We donated and also volunteered for PORCH in chapel hill (collect food donations , and drop off for distribution to local food pantries). There is so much food donated, and so many generous people in our communities around us, that this story is so difficult to understand.

As with a lot of hunger in the world, getting the food to places and people in need often is a greater problem than the ready availability of food.

While I, too, am curious, I have little interest in pillory of the woman. The WRAL Nasties have handled that quite adequately.
I suspect authorities have all the information they need to engage, being closer to the scene.
Kudos for the cops for chipping in to see that the kids got fed.
Don't forget sales taxes, and various nuisance taxes.
