I am not sure if you can stretch your budget but on my local nextdoor, I just saw someone posting their 2017 nissan altima fully loaded for sale for $20,000 or best offer. They are apparently having financial difficulty so need to sell. Have title in hand so not financed. Let me know if that is something you are interested in and I can try to reach out to get the person's contact information for you. I forgot to mention that it only had 2000 miles on it!

Be very careful if a deal is too good to be true. Have your independent mechanic be sure the VINS were not altered, the vehicle was not damaged by a flood on a dealer lot, and no major accidents caused the vehicle to be sold.

About how rampant is the VIN thing?
As someone who will eventually buy recent used, when I think about that time, I think about disguised flood cars.
Craigslist seems to be the best way to get the lowest price on a used car. That said, I have many friends and family members that have bought from Matthews Motors over the years. They seem to love it. Their location is in Clayton, across from the Walgreens, and it is about 45 minutes from Raleigh. It might be worth the trip down there.
With all the technology coming to cars in the next five years or so I probably wouldn't buy a newer car. Leasing a Toy or Honda can make a ton of sense and actually VW had some abolaitely killer lease deals (don't know about lately) for almost nothing, like under $100 with no money down.
At those rates you are waaay better leasing as the $1200/yr is probably about equal to the deprecation on a Toyota (joking, but not really, their resale is nuts).
One of the best used values out there now IMO is the later Gen II Prius 2008-2009 with under 150k on them for like $5500.
We bought a pre-owned car from Leith Volkswagen in Cary and were quite happy. The salesman was professional, low pressure. My wife drives the car still 4 years later and we’ve had no problems.
I wouldn't recommend Carmax, at least not the one on Glenwood. I bought my Nissan from there 4 years ago. I drove it off the lot with low tire pressure (the indicator light came on shortly after) and also there was a wheel balancing problem. The service department is not open on the weekends so I had to take time off work to get it serviced within the first 30 days so it would be free for them to fix issues the car shouldn't have had. Also they don't like to return messages. I haven't been back over there for anything since I last had it serviced and that was back in early 2014. I like my car and the salesman was nice and not pushy but I personally won't be going back to CarMax when I am ready to get a new vehicle.
