Raleigh Times rents out their rooftop, though it's only 2nd story. I assume Trophy Room nearby also does, but it's also a 2nd story.

If you know anyone who lives in a high-rise condo building, they can rent out/reserve their rooftop pool and common area.

You might contact Boxcar Arcade and see if they rent out for private parties.

Just spitballing...(I've never been to a lot of these places and some get pricey, given your guest estimation)
Xtreme Park Adventures
Paintball
Frankie's Fun Park (same issue with D&B's)

Is he into sports?
How about finding a park with a gazebo and fields, where he and his friends can play? soccer, ultimate frisbee, football, tug-of-wars, softball/whiffleball, etc. You can set up all kinds of game stations. Maybe rent those sumo suits, etc.

A Durham Bulls game? I know they have patio/event space at the end of first and third bases but haven't been to a party there.

Are you looking for just a venue or some entertainment too?

There is a "best event venues" list on Yelp but it's mostly just that, space for a gathering. Some look really nice though. https://www.yelp.com/search?cflt=ven...=Raleigh%2C+NC
