I don't think so. Here are the Terms and Conditions. I don't see anything about having to install between Oct. and Dec.

Well, it’s not a hard and fast rule, but there is a limit of how far ahead of time your system can be operational (basically the date your net meter is installed) and still be eligible for the window opening in January. (I can’t remember the time, so you should check, but it’s something 3 or 4 months IIRC.) also, the meter has be be in by the end of the year and they tend to get backed up so if you wait too late you may risk missing out. So, that does place most installs in the range of Oct-Dec.
