For all practical purposes, involuntary annexation is dead in NC. And it will stay dead unless the General Assembly has a huge flip, a scenario that I think is unlikely.

FWIW, the original 1929 bridges (two) over the Cape Fear in Wilmington were tolled, but only for the six years it took to repay the bonds. Thank heaven that tolls came off the Richmond–Petersburg Turnpike in 1992.

The idea of tolling I-95 to pay off bonds for a rebuild died rapidly. Now the feds have announced money that, in conjunction with work already done in and around Lumberton and the 6-lane bypass of Fayetteville that opened in 1980, will result in a modern I-95 from milepost 11 south of Lumberton to milepost 71 at Dunn... without tolls. North of Dunn, that's a different story.
The project will go all the way to I-40. The section built in the late ‘80s early ‘90s between exits 40 and I think 58, the business 95 exits, are not getting widened immediately.

I wondered about the gap between Dunn and Benson. The press release about federal funds specifically said the project ended at Dunn. Didn't make any sense not to widen Dunn-Benson too. Otherwise there would be a constant pileup NB at Dunn where the NB lanes revert from 4 to 2.

Fortunately NCDOT had the foresight to build 6 lanes around Fayetteville, just like they built 6 lanes from Linwood to Grandover near Greensboro. Too bad they didn't build 6 lanes on 40 all the way from Raleigh to Benson... or for that matter, 40 from Mebane to RTP when it opened.

I should have pointed out that the work from Dunn to I-40 is a separate project that already was funded and committed. It was first three projects rebuilding six interchanges, but the widening to eight lanes was added early this year.

(I’m on vacation, so not thinking too much about work. I’ll have around 150 emails to answer Monday, though!)

Plus I think the whole thing gets changed to a freeway once it gets paid off. I wouldn't mind seeing how much has been paid on the current segment.

I might be one of the few around here who sticks to the old meaning of "freeway" that has nothing to do with tolls and everything to do with flow of traffic.

Johnston County

Right now I'm an hour+ to RTP.

After 540 it will be under thirty minutes.

If you want traffic to flow freely on a freeway, sometimes you need to charge tolls (variable ideally) to manage the demand on the road. Everyone will try to use it if it’s free.

Well I'll pay the tolls to drive on something where traffic actually "flows" during rush hour.
