Yes indeed. From the article linked to above:

"The state will use toll revenue from the highway to repay the loan."

Loans aren't grants; they have to be paid back.

Looks like NCDOT/NCTA is applying for a federal grant to speed up construction. The Clayton Town Council has passed a resolution supporting the application and sent it to US DOT.

I didn't realize that the federal government paid grant money just to speed up construction. Seems like an unwise use of funds IMO. Wonder if NCDOT can get grant money to repair / replace crumbling bridges ?

25% of NCDOT's total budget and 50% of NCDOT's construction budget comes from the federal government.
