I'm not familiar with the specifics in Jamaica, but I just can't imagine a gate agent or flight attendant demanding to hand check this when they know what's in the bag.

Especially if he goes to the gate agent ahead of the flight and explains what he is carrying. AND make sure it fits under the seat. I believe that totally eliminates the risk of them hand checking the bag.

Hackwriter was referring to customs agents when he arrives in Jamaica.

My apologies for missing the boat on this one. I interpreted "hand carried luggage" incorrectly.

I see the problem is that the Permit required by Jamaica has to be an original to get the remains through customs. Evidently, It cannot be a copy.
Yikes!

Additionally, originals of the death certificate and certificate of cremation are necessary (not photo copies). Both of these are obtained easily from the funeral home/crematorium (probably a small fee).

I'm astonished and sad that Jamaica makes this So difficult. I understand it if you are transporting an embalmed body. But cremains? Kinda Ridiculous to require anything beyond death certificate and certificate of cremation.

Why not just Fedex them to the hotel? Am I missing a reason this can't be done?

It's not that easy. USPS is the only legal method of shipping cremains, and you have to be concerned about customs and what's required in shipping cremains internationally (every country has different requirements). Sure, you could just put them in a box and ship them, but they could get hung (and possibly lost or confiscated) in customs if it's discovered what's inside.
