"Representatives of XXX real estate will be entering your apartment to inspect for housekeeping as well as to inspect for the overall physical condition of the apartment.
Please see to it that the following items are taken care of prior to the inspection:

(The very long list)

if you are not present during the inspection a master key will be used to gain entrance to your apartment. Also a copy of the inspection report will be left for you to review. If there are any maintenance items that need to be brought to our attention please make a list and leave it at the office as soon as possible."

The last line is perfectly appropriate... It's just aspects of the rest of the notice that bother me.

This sounds bad but keep in mind subsidized housing has such a low margin and tenants that don't take care of their units that blame is often misplaced.

That is extremely helpful. It details the inspection by the Housing Authority. It specifically says that housekeeping is not a concern unless it it is a health or safety issue.
Damaged and soiled carpet and damaged vinyl flooring is listed as a deficiency which would be held against the owner not the tenant.

I think I'll call the contact number tomorrow to get some answers.
