The town plows neighborhoods in Chapel Hill and Carrboro. I've never heard of an HOA contracting out for plowing here. It's is all town-based.

We shoveled twice, two of us. I know it will snow again when we go on vacation in February.

This snow was easy to shovel compared to last year. We were done in less than an hour. No ice on the bottom. We put down ice melt twice. Maybe it worked.

From the Town of Chapel Hill:

Quote:
This morning, Public Works completed plowing all town-maintained bridges, town primary streets (including bus routes), and 90% of steep hills (they aimed to complete steep hills this morning). Icy spots may remain. They have returned to plowing town secondary streets (through streets) and anticipate making good progress this afternoon. As crews complete secondary streets, they will transition to plowing neighborhood streets (including cul-de-sacs and dead-end streets). More info can be found at www.townofchapelhill.org/snow.

In the NC cities I know of this has always been the norm. The city takes care of the city streets in order of how big and busy they are so sometimes they don’t get around to the neighborhoods before it melts. Of course if your neighborhood has private roads not maintained by the city or state then that would be up to your neighborhood.
