It's been so wet this year. I wouldn't take any extreme action based on this year.

Much wetter than normal. I have been waiting for weeks and weeks to be able to plow the garden, to turn in the leaf mulch. Every time the ground seems to dry out a bit, we get more rain.

There is nothing you can do if your soil has a high clay content. Clay "holds" water. And there is a lot of clay in most soils in the area unless you live in the sandhills like Southern Pines since sand does not actually "hold" water. If you start over in your yard you could till in added sand and organic amendments but it would usually take a lot.
