I'm located in east Cary, but willing to drive a bit for a consistently good men's haircut.
Have had mixed results with The Exchange Barbershop (not going back) and A Better Man's Barbershop (currently going, but looking for something better).

Handsome Floyd in North Raleigh might be what you're looking for. It has the look/feel of a classic barbershop and you can generally request the same person every time you book your appointment.

Could you be more specific in what you're looking for? Russian Roulette arises when one goes to a "walk in" type of place. When you have a relationship with a good barber or stylist, the variables are generally removed.
