Soil Engineer/Stormwater management planner (Raleigh: homes, live in, residential)

I live in the swift creek area(Raleigh) and I want to install a pool. Permit was not permitted due impervious area and the county wants me to hire a soil engineer or stormwater management planner to come up with a plan to contain stormwater. Can anyone recommend a soil engineer or stormwater management planner for residential homes. Thank you
