Does anyone know where someone could rent small parcels for a garden? Not acres, just maybe 30 feet by 30? Does anyone subdivide excess land in the area?

Sounds like you're looking for an allotment (at least that's what we called them back in England). I'm not sure whether there are any allotments in the Triangle. If I were you, I'd contact some of the locally-owned plant nurseries in the area & see if they know anything. Good luck!

I know sometimes this is done in more urban areas. Perhaps there are places/neighborhood gardens in more established neighborhoods and roads in Downtown Raleigh?

In Portland these are called Community Gardens and they were managed by the Parks and Rec Department. A couple of the small, private colleges also offered community garden space. Try your parks and rec first.
