I know this doesn't help you, but there used to be a restaurant in Downtown Raleigh called Hard Times Cafe that did Cincinnati chili. Being from Louisville that was the chili I grew up on and I miss it!
The closest that is close is https://www.cincysnc.com/, but you'll have to make the trek over to Greensboro.
Or, you can just bring a shaker of cinnamon and a few limp noodles to any place that serves regular chili and get a reasonable representation of the abomination they call Cinci Chilli. (Said in jest, eat what you like.)

Acknowledging that this was said in jest, I'll just point out for anyone who hasn't had Cincinnati Chili that it's actually a mild, sweet meat sauce seasoned with cinnamon, nutmeg, allspice, and cloves that originated in Greek diners and is unrelated to "regular" chili. It's served over spaghetti and topped with onions, beans, and cheese.
