I renewed my auto registration and paid the auto property tax one month ago. The car was totaled last week. If I get a replacement vehicle can any of my payments on the previous vehicle be applied to the new vehicle?

This happened to me. Refund on the totaled car. You'll pay for the new. That was 2017 though.

The license plate can be transferred to the new car and you can get a pro-rata refund on the property taxes.

I think the above answers are right, but you really shouldn't rely on forum readers for legal advise that may vary from county to county.
Phone the DMV in your county and ask them. Or your insurance agent should also be a credible source of this info.
