Kane proposed a redevelopment of the JC Penney and its parking lot to add almost a million square feet last August:

It was supposed to close at the end of April after clearance sales, so I guess it officially didn’t quite make it to closing before everything fell apart?

I don’t know if it has or will briefly reopen.

I saw people carrying bags from there yesterday but they were locked by the time I went by (was checking on the damage cleanup and National Guard presence). They still have things they are selling but have sort of pushed it all to the middle of the store and there much less of it.
