I have no doubts that when a county sheriff wants their position to be "we will not do more than is required to assist CBP/ICE" the onus shifts to whatever # of folks that work at CBP/ICE to follow the requirements.
And it seems like the requirements are for the CBP/ICE to determine the illegal aliens by themselves without any local assistance, and then obtain an arrest warrant (I believe the term is a judicial warrant) for the convicted criminal illegal alien prior to their release upon serving their sentenced time.
beyond that, it's a nationwide political issue, not a local issue. Except that all 3 major population counties of the Triangle are following the same process.

since it's still open - there are people that are OK with the local sheriff or other municipal policing authority not cooperating with federal immigration - even if it's a violent criminal or sex offender.
and there are people who are not OK with that.
I have a pretty good feeling I know which group is larger.
