Not quite. The News & Observer reported: "Schewel said that the city doesn’t plan to arrest or cite any resident violating the stay-at-home order — unless it was a repeated and egregious offender." What constitutes "repeated and egregious", if anything, remains to be seen.
This makes sense to me. It seems for the people who have been following social distancing recommendations, nothing will change.
For those running around, spreading the virus, there is one more order in place (and POTENTIAL for being cited) to pressure them into doing the right thing. I know that not everyone agrees on what is "the right thing", but I do believe this will be the net result of the order.

Other than 3 runs for essentials, and a walk through the neighborhood with the kids, havent been out of the house in 10 days. My wife hasn't left in over two weeks.
Those who think the 6 ft distancing protects us should take note. The 6 ft is statistical, meaning that for each potential encounter it greatly reduces your risk of breathing in the virus. But it is statistical not absolute. Every time you walk by a carrier its a tiny risk but the risk is there. That’s why i am happily avoiding everyone except when the benefit is huge. For a virus that multiplies as fast as this one and does great damage, i am glad those of us on this forum seem to be on the same page. Kudos to all who are making good choices.

This is also why everything that comes into my house is either washed or quarantined in the garage for awhile. I'm tired of washing stuff honestly. I will never take for granted being able to come home and unload a bag of groceries again! And I had a good deal of grocery shopping done but the household is out of kilter with all the kids home all day. Today i went out and bought enough shampoo and body wash to last a few months, it's not like it will go bad.
Why is this stay-at-home order taking so long? They keep announcing the governor will announce it, then he doesn't.
