NC Quick Pass Statement Fee (inspection, license plate, charges)

I noticed a $5.00 charge that said "statement fee" on my NC quick pass account. Anybody know what this is?

If you want quarterly paper statements mailed to you, it's $5 per statement.

Monthly email statements are free.

A quick google search turned up what PP noted but I also found this in the terms of service:

If your TRANSPONDER is not read at the toll zone, your license plate will be photographed to identify your ACCOUNT. Toll charges will be posted to your ACCOUNT via license plate identification. If more than 15% of your tolls are posted via license plate identification on a monthly basis, you will be notified in writing by mail or e-mail that your TRANSPONDER is potentially defective and request that you bring it to the CSC for inspection. Any ACCOUNT in excess of 15% of postings via license plate identification per month will be charged a fee of five dollars ($5.00) for each month this occurs.

^^^I would think that would have some other name than "statement fee" though.

Thanks!! I logged into my account and can see they charge $5 for mailing quarterly statements and changed it to monthly email.
