Did he move after he was offered the spot? If not, why wouldn't he have gotten everything in order prior, knowing he was applying for a position that required it?
"Provide proof of Mr. Artis’ residency immediately if you plan to proceed to appoint him to District 4 — and residency as in now, not that he plans to move there some time soon,” Becky Lew-Hobbs said during public comments at Tuesday’s board meeting.
Well Becky Lew sure is fit to be tied. Jeez. Guess she never forgot to update her voter registration.
It strikes me as odd that these folks investigated this man and were so outraged. It's almost like they don't want him on the board.

Whats odd about wanting to ensure a voting member of the school board is honest and capable? Come on, if you're planning on being in a public position like the school board, it seems like a pretty good idea that you should have your ducks in a row, especially for a legal requirement like providing proof that you live in the district you're representing.
For the record, I don't want 6 out of the 8 current board members on the board. I don't think that's odd, I just don't agree with their policies and actions.
If WCPSS school board members are required to live within the district they represent, does that also mean that students can’t be assigned to schools in a different district from where they live?

No - isn't that weird? So you could potentially have a school board rep that does not represent the school you go to.

So far, we just know that his voter registration wasn't up to date. That doesn't mean he didn't provide proof of residency, despite rumor online. Time will tell.
And these people, or at least Becky Lew, seem just a little too irritated and demanding to be seen as folks just out to ensure that he's honest and capable. Just my opinion of course. Maybe they are just crusaders for justice and fairness.

Then why didn't the board swear him in on Tuesday like they were supposed to?
News and Observer reported that he did not complete the paperwork or orientation on time.
