Agree with the posters above, 42nd Street Oyster Bar is probably the most "upscale" in this area.
But your post had me racking my brain - I don't think I've ever seen an "upscale" seafood (only) restaurant. But I'm from New England where the seafood always outshines the ambiance!

Yeah, I am from South Florida (Miami, Fort Lauderdale). And I am looking for a good seafood restaurant, doesn't have to be super upscale. But nice, not a red lobster type of place.

Gotcha...I didn't mean any disagreement regarding "upscale". I also lived in South Florida and now know the type of restaurant you're looking for. I'm envisioning you're looking for something like you'd find along the intracoastal....and yeah I miss those types. There are some really good seafood restaurants in SoFL.
Really not much here along those lines, but in Raleigh's defense we're not near the coast. I think 42nd is a solid choice for the area but you're not going to get a huge variety in the menu. The oysters, though, are really good (if that's your thing!)
Margaux's in North Raleigh, while not a "Seafood restaurant", will have multiple seafood options on the menu at all times and the will be great, all the food there is awesome. It is a more upscale place than many around, usually always busy, but worth the trip.
Other restaurants, similarly not "seafood" branded but are more upscale, and will put awesome food on the table and always have seafood entrees include:
McCormick & Schmick's didn't last long here. I don't know that the Raleigh market could support a Legal Sea Foods location, and besides the chain has really pulled back outside Massachusetts.
