We will be putting our house on the market due to being offered a job in another state. The job doesn't begin until next summer, so we have some time to get the house ready, and one of the main things we need to deal with is the very plain lawn. I'd like to add some sort of shrubs along the foundation. I'd like to choose something very drought tolerant, and fairly inexpensive. The place they would be in gets a lot of sun. Also, I don't know a lot about landscaping (which is why we haven't really done it already during the time we've lived here). When is the best time to plant shrubs?

I suggest you plant your shrubs in September/October, after the heat of summer.
Some hollies look good around the foundation, but it is hard to give a lot of guidance on an unseen home.
Azaleas
A good nursery, not a big box home improvement store, will give you good generic advice. Generic is good, as you don't want to look outside the mainstream on a home to sell.
