OK I read it and read it again and then I read it a 3rd time and I still can't see anything regarding the smoke stack. They found contaminants in the land, water, fish, turtles, etc.. around the facility and had meetings on contaminate removal actions, so are we to believe that as long as the contaminants are collected burnt and spread via the atmosphere all is well in and around the Transformer facility? Is the smoke stack giving off signals perhaps, one puff is bad and two puffs is semi-bad, and continuous smoke breather beware??? Got Smoke???
I think I liked it better when I believed it was just smoke from someone frying ribs or chicken.......
