Now that the newest section of I-540 has opened in NE Raleigh, how has it affected rush hour traffic in the area (specifically Capital Blvd and US-401 both north and south of the outer loop)? Better? Worse? No difference?

I've been hearing that impact is minimal on Capital Blvd, but where the real impact has been is on the western portion of I-540 and the sections of I-40 feeding in and off of 540. Beltline traffic (except around Garner and Cary) has probably benefitted somewhat.
