Oh, you mean a "lawn toupee?" haha. Some lawn enthusiasts might call cheating. Yes, they make a spray, that has fertilizer, soil and seed in one. It works...for a while. Eventually you will need to bring in some soil and dig it into the ground and reseed the old fashioned way if you want the bald spots to go away for good.

There is also a "lawn paint" that is just for coloring your lawn green... no seeds etc. The lawn paint is a vegetable oil base and does wash away after a while.
I don't know much about painting your lawn green, but if you have a fescue lawn, between now and thanksgiving is a great time to put down some high nitrogen fertilizer. Putting it down now just as the grass stops growing for the winter will allow the roots to suck up the nitrogen and help keep the exisitng bladesd of grass green all winter long. Just make sure you don't over apply and "burn" your lawn and be sure to sweep up any fertilzier pellets that land on your driveway and sidewalk so they don't pollute our rivers and streams.
