I occasionally drive by the new parking deck in downtown Raleigh and man... what an eyesore. I work downtown and love it, but what in the world were they thinking putting up such an ugly deck? Does anyone know of additional plans to 'spruce it up'?

I'm sorry, but no where in my post did I make that claim. Have you seen this new deck? I believe it's pretty self explanatory if you have.

I totally agree!! I think the same thing everytime I pass by the new deck. It's made of cinderblock and is totally enclosed without windows.

Exactly! 9 levels of colorless, windowless, cinder block, box building... All throughout construction I was thinking, "Oh once it's done they'll make some windows and put up some siding...". Nope! It's a serious blight.

This deck will someday be encapsulated by office space; that's why the facade is currently unfinished cinder block.

Their website says "available Fall 2009" so they might have originally intended to build the office space and the deck simultaneously; maybe they postponed construction due to the economic downturn. I'm speculating.

From what I've heard, the "L" project is on hold due to the economy. I agree that the deck is hideous without having the rest of the building wrapped around it. I believe the parking deck was built first to replace the deck at the Garland Jones building, which will be demolished to make way for a new Justice Center. I assume officials wanted to make sure that there was not a net loss of parking spaces during the Justice Center's construction. Or maybe it's just a lucky coincidence.
