Ditto Strawberry. DOCUMENT, DOCUMENT, DOCUMENT. Take pictures, video, log every conversation with the county or state with date, time, who you spoke with, and recap of conversation. I understand your frustration. We moved into our newly constructed home in oct/nov of 2007, within months our septic system began failing. We made repeated calls to the builder, the county health department (who permitted the system) and NCDENR who approved the site. It wasn't until several months of standing sewage on the ground and us ASKING the county for a Notice of Violation that they actually issued one. Don't hold your breathe, although you and I view sewage in your yard a dangerous health hazard, the county and state clearly do not. In fact we were told repeatedly that it was no problem. When we asked the representative from NCDENR why we had to ask for a violation notice he said they had not issued one because our neighbors had not complained.
