There are many smaller lakes with waterfront living. The powerboating and jet skiing may not be available, but living on the water with small boats with electric motors, small sailboats, kayaks, etc, is available.
Lochmere in Cary has a couple of beautiful lakes with homes on the water. Some small private docks.
Others can tell you about the golf course there.
MacGregor Downs has a lake, and CC golf course, also. No powerboating, but waterfront and waterviews available.
