Thanks so much to all for taking the time to answer me. This is so helpful!
Geez, I'm sorry I missed the cut! As long as the license comes quickly I guess it will be OK. Glad to hear that they give you the plate and then say "go do the inspection". Doing it any other way defies logic. Which I guess is keeping in step with many DMV's.
Two more questions if anyone knows:
1. I'm not seeing any forms on line for getting license. Shouldn't there be something to fill out? When I go to the website there are forms listed under the Driver's License section but they don't seem to pertain to actually getting a license. Couldn't figure it out.
2. I've been told that the law was changed from cars older than 25 not needing emissions to any car pre-1995 not needing them. That's a cut I can make! Mine is a 1994!

The original intent of the changes that were passed last year was to reverse this process: get the inspection first, then register the car (the same system used in California and in some other states, I'm sure). The effect would have been to prevent cars with unacceptably high emissions from being registered in the state at all until the problems were fixed. The most recent changes modified that so that out-of-state cars will apparently be registered for a year before the first NC inspection.

There are no driver license forms to fill out in NC. Just bring your old license and all of the required documentation to the DMV and the examiner there will put all of the information into the state's database while you're there.
For now, that's correct information for out-of-state cars that are registered before inspection. The new law hasn't gone into effect yet. Of course, it's hard to find information about when really WILL go into effect.
I just did this whole process less than a month ago. As far as the test somebody had posted a link to a studyguide online. I ONLY studied that and the comments left on that page and aced the test. Here is the link: http://web.archive.org/web/20071231154433/http://www.jaytomlin.com/NCDMV/2006/09/study_guide.htm (http://web.archive.org/web/20071231154433/http://www.jaytomlin.com/NCDMV/2006/09/study_guide.html - broken link)l
I've been here for 6 years, not yet obtained an NC licence. Insurance Company knows this and will cover me based on a 1 point misdemeanor (even though I don't have one). Not sure how the law would handle the situation...Watch this space....Oh bugger! I hope this statement doesn't invoke a situation.....
Written exam?? Inspection?? Um, I haven't had to take an exam for my DL since I first got mine. What is the inspection? Just emissions? Or will they deny me plates because I've got too much rust on the underbody?

pipsky, I'm glad I'm not the only one...although I've only been here about 9 months. I do not want my Texas license taken away. It's stupid and stubborn but dammit, I want to keep it (even if it is a crappy picture).
