I'm sure there are older neighborhoods that don't have an HOA. However I would expect most if not all new communities to have an HOA since most new communties have at least some common areas or stormwater control structures which must be maintained and that meand dues need to be collected and manged by an HOA. Keep in mind not all HOA are alike. Some are not very intrusive while others may have more restrictive covenants.

Oliver Creek doesn't have an HOA. Have some friends who live in there.
