I have been in both neighborhoods, and they're very similar. I would make the decision based on where you/your family will be working and commute times.
Lincoln Heights is no longer a magnet school - it lost it's magnet status because (at least this is my understanding), the base area had solid enough socio-economic demographics that it no longer justified bringing kids in. This is probably due to neighborhoods like Park Grove that are popping up in that area. (Kids who started in the magnet program there can continue in the program through 5th grade, but no new magnet students will be added).
I would give a slight edge to Fuquay schools over the Garner ones near Bingham Station, but that's based on subjective perception, nothing quanitfiable - haven't really had a need to look closely at the objective comparisons.
