They have just so much frequency spectrum allocated. They have a choice of making their digital broadcasts HD or offering multiple channels. You can't squeeze multiple HD channels into the space they have. It's the same with 5.1, 2, 3 - just 5.1 is HD.

Hopefully someday this will change.
Watching normally visually stunning HD shows like Art Wolfe's Travels to the Edge in standard definition is terrible.
