On an 11 year old unit, I always recommend the buyer bring in a licensed HVAC contractor during the inspection period.
Builder Grade gas packs have a high rate of failure on heat exchangers in the first 10 years.

Actually, I think you can pretty easily damage a heat pump if you try to turn it on in cooling mode during winter, so that may be the reason the seller is giving the buyer a hard time.

Again, I'm not an expert in real estate or HVAC, so it should be the OP's agent and inspector guiding them through this. It sounds like there are some communication issues in a number of directions here.
