I think it's pretty sad there is even a yield sign there. It's a traffic circle. If you don't know who's got right-of-way in a traffic circle you need to turn in your license since you obviously don't know the rules of the road.
I read an article a while back that included a survey of drivers and street signs. It stated that 88% of all drivers knew that the shape and colors of the sign meant "yield" but didn't know what to do when they approached a yield sign.

I've often wondered about the sign test at the DMV..... Even driving tests don' make you a good driver! LOL
