I had several emails waiting for me about this, and the circumstances surrounding it, when I woke up yesterday morning.

Now, I wonder why I was advised yesterday morning about several situations going on in regard to the board, and local news media is just now letting the public know. How come media is seemingly withholding information? Not that I'm surprised. I've run into this situation numerous times over the years.

The news story you provided a link to was posted on Friday at 6:30pm. Considering that the meeting isn't until Tuesday next week I'm not sure this qualifies as "withholding information". Seems like good notice.

Frankly, the school issue gets more than its fair share of news coverage. Too much in my opinion. As important an issue this is to some, there are actually a lot of other things going on that don't get nearly as much attention.

Then we disagree. This information and more was available in plenty of time for yesterday morning's news and certainly the 5 pm/6pm news.

As far as other things not getting enough attention, I agree. As I stated in my first post, I've run into this situation numerous times throughout the years.

Personnel matters are confidential and ALL school boards meet in closed session when discussing. If a teacher grabs a students butt it will be discussed in closed session. Sunshine/open meeting laws require all meetings to be advertised so meetings about any staff personnel discussion will be announced and held in a closed meeting. Normally the press doesn't get as worked up speculating.

North Carolina Open Meetings Law - Sunshine Review
Statement of purpose
The statement of purpose of the Open Meetings Act states,

"Whereas the public bodies that administer the legislative, policy‑making, quasi‑judicial, administrative, and advisory functions of North Carolina and its political subdivisions exist solely to conduct the people's business, it is the public policy of North Carolina that the hearings, deliberations, and actions of these bodies be conducted openly."[1]

The law states that an official meeting is any gathering of a public body to discuss or decide upon public business. The act also includes simultaneous communication via any electronic means in this definition of meeting.

Notable exemptions to this definition include:

* social meetings and informal assemblies [1]

On August 16th of 2005 the General Assembly of the State of North Carolina,
through Senate Bill 1124, passed changes to the law requiring confidentiality about
information that might be contained in a school employee’s personnel file. The changes
are new and became effective as part of North Carolina General Statute 115C-321 on
December 1, 2005. These changes increased the legal penalty for school systems and
school system administrators who comment on anything that might be in an employee’s
personnel file. The subtitle of the law speaks volumes … “An Act to Impose A Penalty
for Breaching the Confidentiality of School Employee Personnel Files.”


Enjoy your weekend everyone and tell the press to get a new life other than the board and Dr. Burns. They should be the one informing the public about this instead of making it a news article when they don't know what is going on.

You may be right, no way of knowing. Boards can use personnel as a cover for also discussing other things. However with there being such a split I doubt if all nine would cover. The reality is old or new board there has not existed a lot of trust between the board and parents for awhile.
