From your description of El Paso, I think you'll find this area to be paradise on earth. and I'm not one to overstate the charms of the Triangle (although i do love it here).
I think you'll find parenting styles run the gamut, but for the most part, what I've seen on the playground and elsewhere is a pretty gentle, hands-on parenting style, especially for youngers your kid's age. No knocking off of blocks.
You could try Durham for cheaper rentals without HOA (so you can store your 4 wheelers, RV, etc). It's not far from Morrisville.
I worked in Morrisville for six years and had friends that lived there and think it's a great place to be for families. It's where Raleigh, Cary and Durham meet and seems really central to everything in the area, and you're close to the interstate for heading to the beaches. There are lots of options for shopping, eating out, going to parks, etc. I worked across from the outlet mall and the airplane noise wasn't too bad, in my opinion. It was noticeable but you got used to it.
