1. My child was in a class with a child who threw weekly and sometimes daily "tantrums" that including hitting and kicking other students, staff members, throwing and breaking objects/toys/teaching supplies and had a parent who continuously enabled their child by blaming the teacher, the school, etc. Yes, this child was a kindergarden student and probably the one you are referring to. Other parents from the class had called the principal and assistant principal (who are both WONDERFUL, IMO) and asked that something be done about this child. I have dealt with the principal and her assistant principal on several occasions, and find them to be very fair, professional and courteous. Maybe you don't view them as people persons because you do not act respectful and curteous to them?
I have also found that neither of them are pushovers for parents who enable their children and think they should have no consequences for their actions. As for discipline, I have found that the River Bend administration follows school board policy, as they should. In this day and age, it's sad, but even Kindergarten children may be suspended if they behave in a way that endangers other students.
2. I don't have an AG-eligible child, but I do know there is a new AG teacher. I also don't know how one calculates a 40% turnover in staff when not many teachers have left. Plus, the N&O just said that River Bend made their "AYP" for that No Child Left Behind law, when several other schools (Durant, Wilburn, Harris) did not. It's a good school with fair and professional leadership. The new PTA also seems much better than the one last year.

River Bend offers an AG program but hardly consistent thanks to it's 40% of turnover in staff
We do have wonderfull teachers, but the classes are overcrowed (27 in 1st grade with no permanent assistant) - As a Winchester homeowner I keep my kid in this school to finish the year but I'm running away from the Public system - This side of town has very hard time to keep up with academically good students - No challenger are offered to them
