You'd be pretty well off without a car in Chapel Hill or Carrboro, though. I know many car-less-by-choice folks. There's a pretty extensive free bus system.
People need to take a bus in Chapel Hill because real estate is so expensive they can't afford cars.
One way or another, it can be expensive to live in the Triangle.

It's not really that expensive compared to Raleigh. Depends on what you want. You could drop a million or two (and take the bus!) but I know lots of folks who aren't rich at all who live in Chapel Hill. You can find a pretty nice older 3 bedroom 2 bath home for $200 or so, or get a new townhome for less. I think apartment rents are fairly reasonable since they're catering to students quite a bit.
You could spend less in Durham, but then you wouldn't get free buses!
As a student at NCSU, you really don't need a car. Transit near the university is great, and all your friends will live within a 10 minute bus ride. The buses run very late at night, too.
If you're not a student, then if you plan your life carefully and live in the right place you can get by without a car in Raleigh, but it really is just getting by. You can plan it so getting to work and shopping is fine and easy, but the absolute worst part was how hard it was to visit with friends. Realistically, none of your friends will give a single thought to proximity to transit when they choose where to live, so they'll probably live in West Cary or off Strickland Road or Clayton or something where there is no transit at all. Even if they're close enough to a bus stop, get togethers late at night are hard when the buses don't run past 10 or 11.
