You need a permit to install earthquake straps? That's nuts. Yes, there are some water heater locations where you can't install them. Just had a buyer ask on one of my listings and we offered to buy them and they can install them after closing. It is in a tight closet and you'd need to be Gumby to get your arms back there to get it properly installed.

I carry a couple of kits to strap water heaters in my office. I've had to install a bunch of them over the years, just because it's easier for me to do it than to find someone else. Call me Gumby!

Almost all of the appraisers in my area are happy to accept my picture of the installation instead of having to drive back out and have a personal look at it.

As an appraiser, I have had this come back to me, and just cited that it is a CA only issue due to earthquakes. The only water heaters strapped down otherwise that we have seen are in manufactured homes for transit.

The manufactured homes I've seen have pipe strap tape to prevent them from moving. Not to mention that it would be almost impossible for them to move because of the tight fit in their little part of the home.

Pipe strap tape is not an acceptable solution in CA.

Went to the FHA Resource Center. There response was that it is a local code issue. They said if that did not satisfy me got to the loan maker. The loan maker of course says it is required by the Appraiser. The Appraiser says it is required by the loan maker and the FHA.

I am going to try and get a statement out of Clark County that it is not a code requirement...and see where that leads me.
