Do any of you know if it is legal for a sellers Real Estate Agent to legally rebate the seller part of the commission?

Yes. It had better be on the HUD1, and approved by the lender.

It must be noted on the HUD 1 settlement statement.
Why a seller would do this is strange when the broker and seller can just change (reduce) the commission by mutual agreement.
